From 2000 to 2010, Yunnan's provincial cement output grew at an average annual rate of 13.4%. Among this, the average annual growth during the "11th Five-Year Plan" period was 15.4%. In 2011, the province's cement output reached 67.89 million tons, up 17.3% year on year. In 2012, the province's cement output reached 80.14 million tons, up 18% year on year. From January to September 2013, the province produced 65.07 million tons of cement, up 16.4% year on year. Without considering market demand in neighboring provinces, based on forecasts of changes in the relationship between cement market demand and fixed asset investment across society, the province's cement output will need to reach 150 million tons (equivalent to 110 million tons of clinker) in 2017 and 170 million tons (equivalent to 126 million tons of clinker) in 2020 in order to basically meet the balance between supply and demand.

"To achieve sustainable development of the cement industry, our province urgently needs the cement industry to 'develop through adjustment and adjust through development.'" Relevant officials from the Yunnan Provincial Commission of Industry and Information Technology proposed that, guided by safeguarding the province's economic and social development needs, total volume should be strictly controlled so that regional development needs, cement production capacity, and market prices are matched scientifically and reasonably.

At the same time, the supporting role of science and technology in industrial upgrading should be fully brought into play, and enterprises that comply with national industrial policy and planning layout should be supported in carrying out technological transformation using high and new technologies and advanced applicable technologies, with emphasis on variety and quality, energy conservation and consumption reduction, environmental protection, equipment improvement, and safe production. Existing production lines that comply with industrial policy and planning layout are required to implement technological transformations such as low-nitrogen combustion, denitrification, dust collection, medium- and low-temperature waste heat power generation, and carbon capture within a specified time limit. New projects are required to implement supporting engineering construction such as low-nitrogen combustion, denitrification, dust collection, and medium- and low-temperature waste heat power generation under the "three simultaneities" requirement.

Implement differentiated policies and optimize planning layout. For prefectures and cities with relatively surplus production capacity, restrict approval or implement "equal-volume replacement" technological transformation construction, and allocate limited new production capacity to border areas and other regions with relatively insufficient capacity. All new capacity projects must be premised on "elimination" or "shutting down small units" to promote upgrading of equipment levels. Existing vertical kilns, new dry-process kilns below 2,000 tons, and wet-process kilns are all targets for "elimination" or "shutting down small units." Investors are allowed to acquire "eliminated" or "small-unit shutdown" production lines throughout the province and, after dismantling them, build large new dry-process kilns in concentrated fashion in suitable areas that comply with planning layout. Cement clinker producers are encouraged to acquire and merge original independent cement grinding stations; original independent cement grinding stations should establish stable supply-demand relationships with cement clinker enterprises that meet industrial policy requirements. New cement grinding stations must be led by cement clinker producers, and their construction sites should be close to markets and areas with blending material resources, and their scale and equipment must meet industrial policy requirements.
