平度警方介绍案情称，2013年8月9日至10日，陈宝成等人将挖掘机司机郭晓刚扣留在车内超过24小时，且多次在郭晓刚身上、挖掘机内外浇汽油，造成紧急事态，警方一再调解未能成功。
