December 22 - A survey report titled 'Migrant Worker Ecology: 2013 China Human Development Report' was released in Beijing on the 20th, aiming to describe the living conditions of migrant workers. A survey focusing on migrant workers in the construction industry in the report shows that 52% of the interviewed construction workers receive their wages annually, 44% have encountered wage arrears, and 100% have no labor contract in hand.

This survey is based on 6,451 questionnaires, covering nine cities including Shenyang, Beijing, Shanghai, Zhengzhou, Shiyan, Wuhan, and Guangzhou, and lasted for four months.

According to the report data, 63% of the workers who filled out the questionnaires have never signed a labor contract, 44% have experienced wage arrears, and 100% do not have a labor contract in hand. Liu Ming, executive director of the Little Bird Migrant Worker Mutual Aid Hotline, which conducted the survey, said: 'Seeing the final results is somewhat depressing.'

Shen Shuisheng, deputy director of the Migrant Workers Department of the Ministry of Human Resources and Social Security, said that data from the Ministry shows that wage arrears for migrant workers in the construction industry account for about 62% of all wage arrears, and the rights of migrant workers in the construction sector are still being infringed. 'At the end of each year, related wage arrears tend to rise, which should attract the attention of relevant departments,' he said.

In addition, the survey also described the living conditions of migrant workers in the construction industry. The report points out that 77% of the workers are dissatisfied with their food, 35% can only eat meat once every three days, 55% have no bathing facilities, and 74% are dissatisfied with the living environment at the construction site. Moreover, among the surveyed group, 76% of the workers' wives remain in rural areas, 89.82% of the construction workers are male, 70% leave their children in rural areas, and 30% can only go home once a year.

Li Zhen, secretary-general of the China Human Resources Development Research Association, pointed out that the construction industry is a major industry where migrant workers gather and is also a relatively special industry with high personnel mobility. Therefore, studying the labor rights and living conditions of migrant workers in the construction industry is of great significance.

Liu Ming also pointed out that in recent years, wage arrears for migrant workers have been alleviated and improved overall, but the survey data intuitively shows that the protection of the legitimate rights and interests of migrant workers still requires special attention.
