The report, released at the "2013 Annual Conference of the China International Contractors Association," states that the overseas contracted engineering industry has become an important component of China's "going global" strategy, playing an irreplaceable role in promoting the "going global" of domestically produced machinery and equipment and Chinese standards, transferring excess production capacity, driving the adjustment of the domestic industrial structure, supporting the economic development of host countries, and improving bilateral relations.

The report points out that at present, Chinese overseas contracted engineering enterprises have reached a "crossroads" in their development. The external economic situation determines that the coming years will remain a rare period of opportunity for Chinese enterprises to "go global," but the model of relying solely on low-cost bidding will be difficult to sustain and will lead to an increasingly narrow path of development. Therefore, enterprises must complete as soon as possible the transformation from traditional comparative advantages to new international competitive advantages characterized by "investment, management, technology, and integration," and cultivate the "Built by China" brand, so as to open up new horizons and contribute to building a new open economic system and shaping a new pattern of the international economy for China.
