Next year, Zhangzhou will strive to invest 15 billion yuan in transport infrastructure and ensure that the Zhangzhou South Link Line and 11 trunk highway projects, totaling 115 kilometers, are completed and opened to traffic.
On December 18, Zhang Zhaomin, Party Secretary and Director of the Provincial Department of Transport, inspected Zhangzhou, where the Zhangzhou Municipal Transport Bureau reported on its transport work in 2013 and its plans and measures for 2014.
11 highways to be completed next year
According to the report, in 2014 Zhangzhou will focus on six areas of work around the 15 billion yuan investment target.
For expressways, the investment volume is planned to reach 3.4 billion yuan. Priority will be given to three continuing projects—the Zhangzhou South Link Line, the Dongshan Link Line, and the Zhangzhou section of the Zhangyong Expressway—and one planned new project, the Xiarong expansion project from Tianbao in Zhangzhou to Jiaoyang in Longyan (Zhangzhou section), ensuring that the Zhangzhou South Link Line is completed and opened to traffic before the end of 2014.
For ordinary highways, priority will be given to 44 projects including the Xiamen-Zhangzhou Same-City Avenue, the Zhangzhou Coastal Corridor, and the New Jiangdong Bridge, with a total length of 591 kilometers. Eleven trunk highway projects totaling 115 kilometers are planned for completion, including the Pinghe Xichan Highway, the Changtai Meigong to Xikou section, and the upgrade of County Road Gangfo Line.
For public transport, investment in bus terminals will be increased, with 55 million yuan planned to build three bus parking and maintenance depots (including new and continuing projects) and to purchase 120 new buses (including 100 for Zhangzhou urban area).
For new rural transport construction, 180 million yuan is planned to continue implementing 800 kilometers of rural road safety projects, renovate 20 dangerous or dilapidated bridges, and build 200 kilometers of rural roads. A planned investment of 5.25 million yuan will continue to advance bus service to every village, adding or replacing 35 rural passenger vehicles.
To address funding difficulties, another 3 billion yuan is planned to be raised next year for transport infrastructure construction.
Three expressways to open by the end of the month
As of the end of November, Zhangzhou had completed 12.49 billion yuan of investment in transport infrastructure (including port and waterway construction), accounting for 96% of the annual target.
For expressways, eight continuing projects and two preliminary work projects were implemented, with priority given to five projects to be opened. Among them, the Xiamen-Zhangzhou Cross-Sea Bridge and the Zhaoyin Port Expressway were completed and opened to traffic on May 28 and November 30, respectively. At the end of this month, three more projects will open: the Shenhai Second Line from Tianbao to Zhao'an in Zhangzhou, the Xiacheng Line from Haicang in Xiamen to Tianbao in Zhangzhou, and the Changtai Meigong to Chenxiang section, adding a total of 204 kilometers of newly opened mileage, accounting for 36% of the province. By then, the city's total expressway mileage open to traffic will reach 479 kilometers.
For ordinary highways, 38 national and provincial trunk highway construction projects were implemented this year, with a total investment of 29.2 billion yuan. Priority was given to major projects such as the Xiamen-Zhangzhou Same-City Avenue, the Zhangzhou Coastal Corridor, the West Yingbin Avenue, and the New Jiangdong Bridge. Fourteen trunk highway projects totaling 76 kilometers have been completed, including the Punan Bridge, the Yunxiao and Zhangpu roads to the railway station.
