The 2013 China (Changsha) Science and Technology Achievement Transformation Fair opened at the Lugu Convention and Exhibition Center in Changsha High-tech Zone. Chen Zhili, former Vice Chairwoman of the Standing Committee of the National People's Congress, declared the fair open. Before the opening ceremony, Chen Zhili and her delegation toured the exhibition halls of the Changsha Science and Technology Fair.

The opening ceremony was presided over by Vice Governor Li Youzhi. Yi Lianhong, member of the Standing Committee of the Provincial Party Committee and Secretary of the Changsha Municipal Party Committee, delivered a welcome speech. Cao Jianlin, Vice Minister of Science and Technology, and Chen Zhaoxiong, member of the Standing Committee of the Provincial Party Committee and Executive Vice Governor, delivered speeches respectively. At the opening ceremony, cooperation agreements were also signed for eight major projects, including international technology transfer and industry-university-research-finance cooperation between the Changsha Municipal Government and Russia and Italy.
