On December 15, the China CIO Alliance, initiated by the Chinese Institute of Electronics, Publishing House of Electronics Industry, and Renmin University of China, was established in Beijing. Wang Qinmin, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference and Chairman of the All-China Federation of Industry and Commerce; Li Rongrong, Vice Chairman of the China Center for International Economic Exchanges and former Director of the State-owned Assets Supervision and Administration Commission; Yang Xueshan, Vice Minister of Industry and Information Technology; Yang Kaisheng, member of the 12th National Committee of the Chinese People's Political Consultative Conference and former President of Industrial and Commercial Bank of China; and Xu Xiaolan, member of the 12th National Committee of the Chinese People's Political Consultative Conference and Secretary-General of the Chinese Institute of Electronics, attended the founding conference. The conference was chaired by Xu Yu, Director of the Informatization Promotion Department of the Ministry of Industry and Information Technology, and Liu Jiuru, Executive Vice President and Editor-in-Chief of the Publishing House of Electronics Industry.

Under the guidance and support of the Ministry of Industry and Information Technology, the China CIO Alliance was jointly initiated by the Chinese Institute of Electronics, the Publishing House of Electronics Industry, and Renmin University of China. The establishment of the alliance aims to implement the spirit of the "Notice of the Ministry of Industry and Information Technology on Issuing the Special Action Plan for Deep Integration of Informatization and Industrialization (2013-2018)" (MIIT [2013] No. 317), which calls for the comprehensive popularization of the CIO system in large and medium-sized enterprises. As an industry coordination and promotion organization, the alliance is an open, non-profit national organization that voluntarily participates in activities by relevant units and individuals as members, and regularly conducts exchange and discussion on hot industry issues in accordance with the alliance's charter and members' wishes.

In his speech, Chairman Wang Qinmin stated that as China's informatization construction enters a stage of deepening application, in order to better promote the integration of industrialization and informatization, there is an urgent need to establish a broad platform that can effectively unite CIOs and fully leverage their value, with the aim of promoting solutions to problems encountered by Chinese enterprises in informatization construction, strengthening inter-industry and inter-regional coordination, integrating resources, and achieving business collaboration. He emphasized that in China's current informatization construction, how to do top-level design well is crucial. He hopes that the alliance will not only promote collaboration among all parties but also gather opinions and suggestions from CIOs and various industry sectors, so as to make positive contributions to advancing the construction of China's CIO system, raising the level of national economic and social informatization, building a strong information industry country, and further contributing to world economic development.

Director Li Rongrong pointed out that big data, cloud computing, and wireless communication networks have changed ordinary people's lives, changed society, and changed people's thinking. Information technology is constantly penetrating into fields such as life and manufacturing. China still lags behind advanced countries in informatization construction, with a relatively small scope of cloud computing application, and the role of Chinese CIOs has far from been fully utilized. He stated that the spirit of the Third Plenary Session of the 18th CPC Central Committee pointed out that the market should play a decisive role in resource allocation. China's market economy has many shortcomings, and two urgent problems need to be solved: first, the credit system is imperfect; second, the functions of social organizations are far from being in place. An orderly market economy society should have social organizations manage people, and the government manage social organizations. He hopes that the China CIO Alliance can grow healthily and become an authoritative organization for CIOs, making its own contribution to building a socialist market economy with Chinese characteristics.

Vice Minister Yang Xueshan stated that the development of information technology is currently facing an important turning point. Due to the intervention of sensor technology, the scope of information technology application has been greatly expanded; the cloud computing model has brought about qualitative changes in the architecture of information systems; the widespread use of mobile technology and broadband technology has brought entirely new thinking to information technology application; and big data will shift informatization development from process-centric to information-centric.

Vice Minister Yang Xueshan emphasized that as informatization deepens, the role of CIOs is becoming increasingly important. First, CIOs must recognize their responsibilities and take them on. With the development of information technology, for an organization to enhance its competitiveness, informatization must be an important component of its development strategy. Informatization has become an important condition and element for the survival, development, and transformation of an organization. CIOs, whether in government, enterprises, or public institutions, bear the responsibility of being the top leader in promoting informatization. Second, CIOs must understand the laws of development and improve their capabilities. First, enhance leadership, with the leadership to grasp the development direction and overall situation of an organization; second, comprehend the methodology of informatization development, identify development trajectories, and grasp the trends and directions of informatization development. Finally, he hopes that the China CIO Alliance will actively listen to the voices of CIOs, reflect their demands, and gather their demands and voices to reflect them through the alliance's platform, so as to better solve various problems in the process of informatization promotion.

At the founding conference of the alliance, Xu Xiaolan, Chairman and Secretary-General of the China CIO Alliance and Secretary-General of the Chinese Institute of Electronics, read the alliance charter and introduced the alliance's organizational structure, tasks, and development plan.
