It is understood that, in order to implement the spirit of the Hunan Provincial Party Committee and Provincial Government's "Implementation Opinions on Accelerating the Reform and Construction of the Chang-Zhu-Tan Pilot Zone and Comprehensively Promoting the Construction of a 'Two-Oriented Society' in the Province" (Xiang Fa [2011] No. 15) and the "Hunan Province Two-Oriented Products Government Procurement Recognition and Management Measures (Trial)" (Xiang Cai Gou [2013] No. 22), and following enterprise application, expert review, online public announcement, and recognition by the Hunan Provincial Department of Finance, the Chang-Zhu-Tan Pilot Zone Management Committee, and the Department of Science and Technology, 285 products from 70 enterprises comply with the "Two-Oriented Products (Public Category) Recognition Specification" (DB43/T 805-2013) and have been included in the "Hunan Province Two-Oriented Products Government Procurement Catalog" (First Batch).

The notice annex issued together with the catalog includes information such as product classification, enterprise name, contact telephone number, product name, and specifications and models. The selected list includes 29 major categories of products, including computers, vehicles, mechanical equipment, electrical equipment, instruments and meters, gold smelting, construction machinery, agricultural machinery, and medical equipment, basically covering the goods and engineering content of government procurement.
