On November 28, 2013, the Third Session of the Fourth Member Congress of the China Construction Machinery Association and the 12th China Construction Machinery Development High-Level Forum were held in Linyi, Shandong. Zhang Tao, Deputy Director of the Industry Office of the State-owned Assets Supervision and Administration Commission of the State Council; Zuo Peiting, Member of the Standing Committee of the Linyi Municipal Party Committee and Executive Vice Mayor; Xu Futian, Deputy Director of the Standing Committee of the Linyi Municipal People's Congress and Secretary of the Party Working Committee of the Linyi Economic and Technological Development Zone; Qi Jun, President of the China Construction Machinery Association; and Su Zimeng, Vice President and Secretary-General, attended the meeting. Nearly 300 people attended the meeting, including vice presidents, executive directors, and heads of director units of the association, heads of its professional branches, as well as representatives from some member units of the construction machinery industry and representatives of relevant media.

On November 29, during the "12th Construction Machinery Development High-Level Forum" of the China Construction Machinery Association, the "Innovation, Transcendence, and Expansion into International Markets Forum" was held. The following is the transcript of Xie Yun's keynote speech compiled by a reporter from First Construction Machinery Network.I. Development Trends of China's Industrial Vehicle Industry

1. Loose macroeconomic environment, reforms release development vitality

China's economy is expected to maintain stable growth of around 7%, with greater emphasis on the quality and efficiency of economic development. Structural adjustment and transformation and upgrading will remain objective and realistic needs for a considerable period in the future.

The convening of the Third Plenary Session of the 18th CPC Central Committee and the "Decision of the Central Committee on Several Major Issues Concerning Comprehensively Deepening Reform" will unleash the driving force and vitality of China's new round of development, lay an institutional foundation for China's economic development in the next five to ten years, and create a loose environment.

Thanks to industrialization, urbanization, and a loose external environment, China's construction machinery industry is expected to gradually recover and grow. However, the quality and efficiency of growth have imposed new and stricter requirements on enterprises. Innovation, quality improvement, efficiency enhancement, and self-discipline have become key words for enterprise development. High-end, digital, intelligent, and green development are the directions for realizing a strong manufacturing and creation nation.

2. The world's largest market, growth expected, arduous tasks

China's industrial vehicle sales surpassed those of the United States in 2009, making it the world's largest market. In 2012, China's total industrial vehicle sales were 288,700 units, of which domestic sales were 213,000 units, accounting for 22.57% of the global total. However, the product structure is still dominated by internal combustion vehicles, and structural adjustment and product upgrading remain arduous tasks.

With the acceleration of industrialization and urbanization in China, the industrial vehicle industry is still in its growth stage in China. Domestic market demand for industrial vehicles will continue to expand, and industrial vehicles have broad market prospects.

The absolute share of Chinese independent brand industrial vehicles in the international market is still relatively low. Enterprises need to improve their internal strength, develop with self-discipline, and jointly and consciously safeguard the image and reputation of Chinese industrial vehicles.

3. Complete product series, increasingly健全 supporting system

According to international classification standards for industrial vehicles, China can manufacture all categories of industrial vehicle products, with product lines covering 0.2–46 ton internal combustion forklifts, electric forklifts, automated warehousing equipment, and container handling equipment, etc.

After 30 years of development, China's industrial vehicle supporting system has become increasingly perfect. Core components such as engines, motors and batteries, transmissions, drive axles, steering axles, pumps and valves, cylinders, torque converters, and attachments can all be domestically produced. However, high-end power, hydraulic components, and electronic controls still rely on imports.

Through continuous investment in technological transformation, the manufacturing capacity and equipment level of China's industrial vehicle industry have reached the international first-class level, basically achieving flexible, digital, and just-in-time production and manufacturing.

4. Independent brands and independent innovation have achieved remarkable results

Through introduction, digestion, and re-innovation in the mid-1980s and 30 years of development, China's industrial vehicle industry has significantly improved its independent innovation capability and innovation system. Heli has become a national innovative enterprise and a key high-tech enterprise under the National Torch Plan, possessing a national-level enterprise technology center and a machinery industry forklift engineering research center, with strong independent innovation capabilities.

Independent brand industrial vehicles have become the mainstay of the domestic market, occupying an advantageous position in terms of brand awareness, marketing network support, and services. Heli is a China Well-Known Trademark and has established nearly 23 first-level and nearly 400 second- and third-level networks nationwide.
