The equipment manufacturing industry is the foundation of a country's industrial development and a core component of the manufacturing sector, shouldering the important task of providing production technology and equipment for the national economy and national defense construction. Establishing a strong equipment manufacturing industry and achieving the localization of high-end equipment is the fundamental guarantee for improving China's comprehensive national strength and realizing modern industrialization. Due to the lagging development of the "Three Bases" industries, China's high-end equipment manufacturing enterprises have to import related supporting components at high prices from abroad, which significantly increases the cost of high-end equipment manufacturing, compresses the profit margins of related enterprises, and severely restricts the development of China's high-end equipment manufacturing industry. For this reason, the Ministry of Industry and Information Technology recently officially released the "Twelfth Five-Year Development Plan for the Machinery Basic Components, Basic Manufacturing Processes, and Basic Materials Industries," pointing out that the current situation in which China's "Three Bases" industries lag severely behind host machines and are solidified at the low end of the industrial chain should be reversed as soon as possible, and it is urgent to improve the overall level and international competitiveness of the "Three Bases" industries.

　　The "Twelfth Five-Year Development Plan for the Machinery Basic Components, Basic Manufacturing Processes, and Basic Materials Industries" clearly identifies high-speed, precision, and heavy-duty bearings and other mechanical basic components with strong driving and radiating effects as key industries for development during the "Twelfth Five-Year" period, with the main direction being to improve performance, reliability, and lifespan, striving to reach or approach the international advanced level. The Plan also points out that with policy support, by 2015, the sales revenue of the bearing industry will reach 222 billion yuan, with an average annual growth rate of 12%-15%, among which high-end bearings such as high-speed, precision, and heavy-duty bearings will grow even faster.

　　Bearings are important and critical basic components in the equipment manufacturing industry, directly determining the performance, quality, and reliability of major equipment and host products, and are known as the "heart" components of equipment manufacturing. After years of development, China's bearing industry has formed a considerable scale, with the national bearing industry's output value in 2010 approximately 130 billion yuan, ranking third in the world. Although the development scale of China's bearing industry is already very large, most of it is concentrated in the low end, and in the field of high-end bearing manufacturing, there is still a considerable gap between China and developed countries. Wang Quanqing, Secretary-General of the China Bearing Industry Association, has also clearly stated that the development speed of China's high-end bearings still cannot keep up with the development speed of host machines. For example, China has mastered the technology of high-speed EMUs with independent intellectual property rights, but the supporting bearings are still basically imported. At present, most of the high-speed bearings produced by domestic bearing enterprises can only meet the needs of trains at 150-180 km/h, while high-speed rail bearings from Europe and the United States can meet the needs of trains at 350-400 km/h. Therefore, at present, the high-speed rail bearings supporting EMUs with speeds above 200 km/h in China basically rely on high-priced imports.
