It Is the Right Time for Chinese Equipment to Go Global, but Quality Must Be Strictly Controlled

After the Third Plenary Session of the 18th CPC Central Committee, Premier Li Keqiang chose Central and Eastern European countries for his first overseas visit. He arrived in Romania on the 25th local time and immediately launched a dense schedule of diplomatic activities, tirelessly "selling" Chinese equipment and announcing cooperation to jointly build the Hungary-Serbia Railway. At noon on the 26th local time, Premier Li Keqiang and leaders of 16 Central and Eastern European countries jointly visited an exhibition of Chinese railway and other infrastructure and equipment manufacturing at the Palace of the Parliament in Romania.

Li Keqiang said that infrastructure and equipment manufacturing are an important fulcrum for mutual benefit and win-win results between China and Central and Eastern European countries. The governments of China and Central and Eastern European countries all have the responsibility to create a favorable environment, guide enterprises to enhance cooperation based on complementary advantages, and better use this fulcrum to leverage and unleash the huge potential of mutual cooperation, so that the 1+16 cooperation between China and Central and Eastern European countries produces an effect far greater than 17.

On the 25th local time, Premier Li Keqiang published an article titled "Greetings Across Mountains and Rivers" in Central and Eastern European media. In the article, he pointed out that most Central and Eastern European countries face the problem of renovating and upgrading transportation facilities such as railways, highways and ports. China's transportation equipment manufacturing industry is developing rapidly; in particular, its high-speed railway engineering construction level is high and equipment performance is good, with total operating mileage exceeding 10,000 kilometers, and it is fully capable of undertaking various transportation infrastructure projects in Central and Eastern Europe with high quality.

When announcing the joint construction of the Hungary-Serbia Railway, Premier Li Keqiang pointed out that Chinese equipment going abroad, especially strengthening cooperation with emerging market countries, can both help these countries upgrade and transform their infrastructure and help absorb China's excess production capacity and improve the quality of equipment and services. China is willing to work with relevant countries to make railway cooperation a new highlight of China-Central and Eastern Europe cooperation.

China's equipment manufacturing industry has now entered a new stage. China's export of advanced equipment manufacturing technology and products to foreign countries is not only an inevitable path for China's equipment manufacturing industry to grow from large to strong, but also a good opportunity to achieve "win-win" results. Premier Li Keqiang's personal "sales pitch" for Chinese equipment is of great significance to the Chinese economy itself, and he has opened the curtain on Chinese equipment going global.

Zhang Jianping, a special commentator for China National Radio's Economic Voice and director of the International Cooperation Office of the Institute for International Economic Research under the National Development and Reform Commission, said that the equipment manufacturing industry has three very obvious characteristics: first, the scale of investment is relatively large; second, the industry's driving capacity is very strong; third, its demand for financial support is large. If such an industry can go global, it will be very helpful for giving play to China's advantages and capabilities in equipment manufacturing, further improving our technical level and enhancing practical application. At the same time, China now also has a very large amount of foreign exchange reserve funds. In fact, we can also provide substantial further support and use the equipment manufacturing industry to drive Chinese industries, including our manufacturing industry and financial services industry, to accelerate their going-global process.

On the other hand, this also meets a major practical demand in Eastern Europe, because Eastern Europe's railways and highways now need further upgrading. Eastern Europe's economic foundation is much better than that of ASEAN or African countries. If better high-speed railways and railways are available in the future, its future development will also be guaranteed. So it can be said to be a win-win process.

Premier Li Keqiang particularly emphasized that "Chinese equipment going abroad, especially strengthening cooperation with emerging market countries, can both help these countries upgrade and transform their infrastructure and help absorb China's excess production capacity and improve the quality of equipment and services." This is a win-win process. Some experts said that the global equipment manufacturing industry is currently at a trough, which is an excellent opportunity for the rise of Chinese equipment. It can be said that it is the right time for "Chinese equipment" to go global.

Zhang Jianping believes that this is indeed the case. Before China's reform and opening up, we already had a relatively complete industrial foundation. During the process of reform and opening up, we introduced, digested and absorbed a large amount of advanced foreign technology, and then through independent research and development and technological innovation, China has now achieved many results in many mid-to-high-end fields of equipment manufacturing. High-speed rail is a very obvious example.
