On November 15, the Ministry of Industry and Information Technology and the US Department of Commerce held the Third China-US Remanufacturing Dialogue in Shanghai. Representatives from the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Commerce, the State Food and Drug Administration, and the Shanghai Entry-Exit Inspection and Quarantine Bureau (entrusted by the General Administration of Quality Supervision, Inspection and Quarantine), together with representatives from the US Department of Commerce and the US Embassy in China, participated in the dialogue.

This dialogue, conducted within the framework of the China-US Joint Commission on Commerce and Trade and implemented primarily by the Ministry of Industry and Information Technology and the US Department of Commerce, is part of a series of remanufacturing exchange activities. It is the third dialogue between China and the United States on remanufacturing, following those held in Beijing in October 2011 and in Washington in September 2012. Building on the hot topics and focal issues of concern to both sides in previous dialogues, the organizers arranged in advance for some Chinese and US remanufacturing enterprises to conduct targeted research on selected issues, ranging from macro policy directions to the resolution of specific micro-level problems. They carried out comparative analysis and research on the management models and policy differences existing in the remanufacturing industries of China and the United States, and shared the research results during the dialogue. The two sides held in-depth discussions on policies related to remanufacturing trade, regulation, and fiscal and taxation matters, and exchanged views on work measures and cooperation intentions to be taken next. Both sides agreed to promote further dialogue between government departments, enhance exchanges, seek common ground while reserving differences, strengthen cooperation, and jointly advance the development of the remanufacturing industry in China, the United States, and the world.

This dialogue continued the format of “government dialogue + industry exchange” and expanded the scale of industry exchange. Using the National Mechanical and Electrical Products Remanufacturing Industry Demonstration Park in the Shanghai Lingang Industrial Area as a platform, the Shanghai Lingang Group hosted the 2013 International Remanufacturing Industry (Shanghai) Summit Forum. Xu Yibo, Deputy Secretary-General of the Shanghai Municipal People's Government; Zhou Changyi, Director of the Department of Energy Conservation and Comprehensive Utilization of the Ministry of Industry and Information Technology; Mr. Qin Liwen, Commercial Counselor of the US Embassy in China; Li Yaoxin, Director of the Shanghai Municipal Commission of Economy and Informatization; and Liu Jiaping, Chairman of Shanghai Lingang Economic Development (Group) Co., Ltd., attended the forum and delivered speeches. Deputy Secretary-General Xu Yibo and Director Zhou Changyi jointly unveiled the plaque for the “National Mechanical and Electrical Products Remanufacturing Industry Demonstration Park” in the Shanghai Lingang Industrial Area.

Academician Xu Binshi and Academician Gao Jinji of the Chinese Academy of Engineering delivered keynote speeches on independent innovation in the remanufacturing industry and in-service remanufacturing of process industry equipment. Departments such as Shanghai Customs and the Shanghai Entry-Exit Inspection and Quarantine Bureau, as well as a number of Chinese and foreign remanufacturing enterprises including Caterpillar, Shenyang Dalu Laser, Cummins, and Weichai, along with experts, scholars, and research institutions in the field of remanufacturing, participated in the forum and shared remanufacturing technologies, policies, and practical experience. About 400 representatives from the domestic and international remanufacturing industry attended the forum.
