On April 6, reporters learned from the Xining Municipal Water Affairs Bureau that the "Xining River and Lake Shoreline Protection and Utilization Plan" (hereinafter referred to as the "Plan") has been officially implemented upon approval by the Xining Municipal Government, marking another solid step forward in strengthening the control of river and lake space utilization in Xining.
It is understood that the river and lake shoreline protection and utilization plan is an important basis for implementing zoned use control of river and lake shorelines, strengthening shoreline management and protection, regulating development and construction activities involving rivers and lakes, and achieving rational and orderly utilization of shoreline resources. It is also an important part of fully implementing the river chief system and lake chief system and promoting the transition of the river chief system from “in name” to “in practice.” The Plan clearly specifies that, by integrating requirements related to ecological protection, flood control and disaster reduction, and water resource utilization, and by coordinating the requirements and needs of economic and social development and relevant industries and departments for shoreline protection and utilization, the “four zones” of shoreline functional zones shall be scientifically delineated as follows: shoreline protection zones, shoreline reservation zones, shoreline controlled utilization zones, and shoreline development and utilization zones; the “two lines” are the waterside boundary line and the outer boundary line.
The Plan delineates a total of 520 shoreline functional zones, with a total shoreline length of 2,873 kilometers. Among them, there are 100 shoreline protection zones with a length of 606 kilometers, 149 shoreline reservation zones with a length of 567 kilometers, 116 shoreline controlled utilization zones with a length of 283 kilometers, and 155 shoreline development and utilization zones with a length of 1,417 kilometers. The Plan requires that any development and utilization activity entering the shoreline area within the outer boundary line must comply with the provisions and management requirements of the shoreline functional zoning, and in principle must not cross the waterside boundary line. At the same time, based on the results of shoreline functional zone delineation and taking into comprehensive consideration the protection objectives and main delineation basis of each functional zone, zoned management requirements are proposed respectively for shoreline protection zones, shoreline reservation zones, shoreline controlled utilization zones, and shoreline development and utilization zones.
